2009 DOE Rule Making for Incandescent Reflector and General Service Fluorescent Lamps


President Obama and U.S. Energy Secretary Steven Chu recently announced several innovative actions that will promote energy efficiency and have the potential to save various types of facilities billions of dollars annually between 2012 and 2042. This announcement focused particularly on a Department of Energy rulemaking initiated in 2007 and finalized in 2009. The rulemaking covers General Service Fluorescent Lamps (GSFL), which are commonly found in residential, institutional and commercial buildings, and Incandescent Reflector Lamps (IRL), which are commonly used in recessed down lighting and track lighting. These fluorescent and incandescent lamps represent approximately 38 and 7 percent of total lighting energy use, respectively.

While manufacturers are investigating which technologies can be used to make various levels of compliant products available by 2012, facility managers need to educate themselves now and work with a trusted energy expert to make good long-term choices, as many products now on the market will soon be considered obsolete. Also, we should expect to see more changes in standards, including further implementation of the Energy Independence and Security Act (EISA) 2007 legislation, which called for the elimination of 40W, 60W, 75W and 100W incandescent lamps, and a future Department of Energy (DOE) ballast efficiency rulemaking that will set new standards to be announced in 2011 and effective in 2014.

We do not yet know what the product offering will be in response to the recent White House announcement, but this type of dialog draws attention to the fact that many buildings will eventually require either significant retrofits or replacement-almost three-quarters of our nation's buildings were built before 1979. It's a smart idea to consult with an ESCO, an energy services company that develops, installs, arranges financing and manages available utility financial incentives to reduce a facility's energy and maintenance costs, to see how you can begin to save now and prepare for the future, while the new lamps types are being developed.
