Healthcare Planning after Emergencies and Disasters:
Planning for the Long-Term When You Need It Most

On March 1, 2007, a tornado roared through the rural community of Americus, Georgia, killing two people and destroying homes and businesses. It also destroyed Sumter Regional Hospital. Amazingly, there were no casualties among patients or staff in the hospital that night. However, the storm did cripple the healthcare services for the population of a seven-county area.

As hospital executives began organizing their response to the event, they discovered that while their emergency response plans worked during the disaster, they had no resources available to them that provided interim or long-term solutions to returning healthcare to their community. This astounding and resourceful audio conference will discuss the need to develop interim and long-term strategies to complement emergency planning, specifically what resources are available to provide a comprehensive response and who are the stakeholders who must be a part of the process.

Stephen J. Machen, BS, MBA, FACHE

Mr. Machen is senior vice president and chief operating officer of Sumter Regional Hospital in Americus, Georgia. Mr. Machen joined Sumter Regional Hospital in September 1987 and was named senior vice-president and chief operating office in September 1988. A thirty-year veteran in healthcare, he earned an undergraduate degree in microbiology from the University of Missouri and an undergraduate degree in medical technology from the Research Hospital and Medical Center in Kansas City. He earned his MBA from the University of Dallas. A licensed Medical Technologist, Mr. Machen is also a member of The American Society of Clinical Pathology, The American Society of Medical Technology, The Georgia Hospital Association and the American Hospital Association. He is also a board member of the Sumter County Department of Health. Mr. Machen was named a fellow in the American College of Healthcare Executives in 2003.

Paul W. Stegenga, BSAS, MSAS, AIA

Mr. Stegenga is an architect and the principal-in-charge of Stegenga + PARTNERS. A national, professional practice based in Atlanta, Stegenga + PARTNERS provides architecture, consulting, medical planning, interior design, program management, and advocacy to clients across the U.S. and the Caribbean. Mr. Stegenga received his undergraduate degree in architecture from the University of Illinois and his Master of Architecture from the Georgia Institute of Technology. A practicing architect for more than twenty years, Mr. Stegenga specializes in the design of hospitals, surgery centers and long-term care facilities.
